Question
Would it be permitted to perform the 20 rakaa'ah of Taraweeh but not complete the entire Qur'an this coming Ramadhan based on the management of Musallees and maintaining manageable social contact restrictions?

Answer:
Completing the recitation of the Quran in the Taraweeh prayer is an emphasized sunnah; hence, your community should try their best to make khatam. It is still possible to pray all 20 rakats, make khatam, and observe precautionary measures suggested by medical experts, e.g., social distancing, wearing masks, etc. However, if it becomes too challenging to make khatam due to COVID restrictions, and it would lead to people abandoning the Taraweeh prayer; consequently, the congregation decreases, then it would be permissible to suffice on reading less (i.e., without making khatam)
