Question
Can we make masah on such shoes that possess the qualities of khuffs (leather socks),
e.g. the shoe covers the whole foot including the ankle, it is impermeable, etc.?

In the name of Allah, the Most Gracious, the Most Merciful
Yes, it will be permissible to wipe over such shoes because they possess the qualities of a khuff (leather sock), hence the shoes in reference will take the ruling of a khuff (leather sock) in terms of the validity of wiping over them.
